NYSERDA HPD Retrofit Electrification Pilot Program

To reduce the barriers to electrification on existing affordable housing projects, NYC’s Department of Housing Preservation and Development (HPD) and the New York State Energy Research and Development Authority (NYSERDA) developed a pilot program to scale up electrification retrofits within the HPD Preservation pipeline. Taitem serves as a technical assistance provider (TAP) for HPD's Affordable Housing Retrofit Electrification programs. In this role,
PHASE ONE — CREATING THE PILOT PROGRAM
The Pilot enables resilient and equitable electrification of multifamily affordable housing moderate and gut rehabs by providing developers up to a $2 million grant and technical assistance.
As a technical assistance provider (TAP) for the program, Taitem supported program development including the creation of technical requirements for buildings, system warranties, bidding requirements, program compliance guidelines, and technical materials to support building owners as they navigate the program requirements.
PHASE TWO — IMPLEMENTATION
The second phase of this effort is the Resilient & Equitable Decarbonization Initiative Existing Buildings (REDi:EB) program. Alongside partner firm Steven Winter Associates, Taitem supports HPD in incorporating electrification of hot water and space heating with envelope improvements into scopes of work for HPD-financed preservation projects — from design development through construction completion.
In our TAP role, Taitem also supports:

Identification of buildings for cost-effective electrification through review of applications, design, audits, and IPNAs

Estimating impact on operating costs and tenant energy burden

Reviewing underwriting worksheets and project scopes to identify any technical challenges

Coordination of overlapping incentive program and code requirements

Monitoring construction and requisitions for compliance with program requirements
