ENERGY ACTION PLAN AND GREENHOUSE GAS INVENTORY – CITY OF ITHACA, NY

Taitem Engineering conducted a greenhouse gas emissions inventory for the year 2010 and proposed
actions that the City can take to reduce its emissions, including different efforts to promote energy
efficiency, vehicle fuel efficiency, alternative transportation, land use planning, and other strategies.

Through these and other efforts, the City of Ithaca will be able to save money, increase its economic
vitality, and improve the quality of life for its citizens. City officials and staff plan to update this inventory as additional data becomes available and use this study to evaluate and guide the City’s progress in reducing its contribution to global climate change.

Methodology ICLEI protocols were used to inventory GHG emissions: The International Local
Government GHG Emissions Analysis protocol (IEAP) to inventory Ithaca’s community-wide
emissions, and the Local Government Operations Protocol (LCOP) to inventory emissions from the
City’s government operations and activities. ICLEI’s Clean Air and Climate Protection (CACP2009)
software was used to calculate emissions.

Analyses Taitem Engineering completed the following milestones:
1. Provide a profile of 2010 emissions sources within the City of Ithaca
2. Assess the City’s progress in reducing GHG emissions between 2001 and 2010
3. Evaluate the effectiveness of GHG reduction efforts to date
4. Identify GHG reduction activities for future consideration
